I am having the exact same issue. After switching batteries last week, I was no longer able to pair my original Wireless Mouse (model A1015) either. I'm also running 10.6.2 and never had this problem before.
When setting up the mouse, it does appear in the Bluetooth connection panel, correctly says 'Connecting' but then stalls in the 'Connected' phase and then times out with 'The pairing attempt was unsuccessful'.
I tried restarting my Mac and leaving the batteries out of the mouse for a day, to no avail. I just repaired my Apple Wireless Keyboard successfully, so this seems to be mouse-specific.

The Apple Mouse IIe (Apple Mouse II) is a pointing device that was designed, manufactured, and sold by Apple Apple keyboard size. from 1984 to 1986 as part of the Apple Mouse series. The Mouse has been introduced on 24 April 1984. The Mouse IIe was similar to the Macintosh mouse, though it was in a platinum color that co-ordinated with the Apple IIe Platinum case and had a slightly modified design which was sleeker than the Macintosh’s blockier shape. It also was uniformly the same color, eliminating the Mac & Lisa’s contrasting taupe accents on the mouse button and cable. Unlike the Macintosh, the IIe Mouse shared a dual-purpose port with gaming devices like joysticks. In order for the IIe to know what was plugged into it, its mouse had to send the appropriate signal. Despite these differences, it carried exactly the same model number as the Macintosh version. This mouse has been discontinued on 15 September 1986.

Oct 14, 2019 Yesterday, I did a review of the Apple Magic Mouse and in the review, I noted that the device is not natively able to be used with a Windows PC. Though this is true, there is a known workaround out there to help you get the Magic Mouse to effectively work on a PC.
Today Apple Mouse IIe is 36 years old!
